Abstract | As Nigeria strives to become one of the world’s 20 biggest economies by the year 2020, there is the fear that the noble objective may not be achieved unless its citizens enjoy effective health care delivery backed by a robust financing system that can stand the test of time. So, in this paper, we have presented the design of a system for the implementation of the National Health Insurance Scheme (NHIS) in Nigeria with the aim of making the scheme accessible to all subscribers irrespective of their primary hospital. We have also highlighted the benefits of the system and its mode for its implementation. |

Abstract | The management of workplace context and organizational culture for knowledge workers is vital for nurturing good team competences. This paper presents a pilot study of the relationship between workplace context and team competences. The study has been conducted by a questionnaire-based assessment methodology named context-competence assessment method which makes use of a series of survey tools. They involve a self-administrated questionnaire, an organizational climate tool, a Management Skills Assessment Tool and Values and Norms questionnaire. A case study has been conducted in a manufacturing company in China to realize the capability of the context-competence assessment method. The results show that it is able to determine the organization’s context with the organizational culture, climate and hence their relationships with team competences. The level of the team competences can be also determined with a significant level of confidence. The process of determining context-competence relationship provides an important means to identify useful areas of improvements and recommendations for the company. This paper concludes with a discussion about the current culture, current competence, possible culture shifting and the reason why culture shifting may help to improve the organization’s future development. |

Abstract | Conjugate gradient algorithms were widely used in optimization, especially for large scale optimization problems , because it was not required the storage for any matrices. The goal of the training is search an optimal set of a connection weights in the manner that the error of net work out put can be minimized . In this paper , we derived a proposed formula of the conjugacy coefficient based on conjugacy condition , then we proved the sufficient descent and global convergence properties for this formula . Comparative results for our proposed algorithm and standard back-propagation (BP) are presented for two test problems and the results was encourage. |

Abstract | A dependable management system is essential for staffs managing and operation of the public and private sectors. Bangladesh Jute Research Institute (BJRI) is committed to help the farmers, entrepreneurs and other stakeholders or citizens of Bangladesh in delivering jute related technologies both jute fibre and jute products and related socio‐economic information to reduce the poverty through the improvement of jute and allied fibre crops by agricultural and technological researches, a part of whole jute sector. Maintenance of these activities, which are important for the institute and as a consequence of the fast integration of technologies as Internet, Intranet, Extranet, and ecommerce, BJRIs ICT-infrastructure is moving towards more openness to the outside world and as a consequence is becoming more vulnerable for security threats. That’s why focus and responsibility concerning security has become even more and more important. Like other government organization BJRI’s HRIS is not so advanced. Still today technology is very costly. BJRI’s HRIS is still mostly paper works or file based. But recently government has decided to formulate a combined communication systems or HRIS among the National Agricultural Research Systems. As a part of that an agreement with a private company named Techno vista has been made. They are working to set a highly improved HRIS among the NARS institute. This Human resource management information system will convert human resources information into a digital format, allowing that information to be added to the knowledge base BARC, NARS. It will provide HR related information to all other operation in an integrated manner. This system will have seven key modules: Personnel, Service book, ACR, Leave, Loan/Advance, Pension and Recruitment. In today’s rapidly changing business world Human Resources department has to play a very critical role in any organization. Either it concerns to the hiring or firing of employees or it relates to employee motivation, the HR department of BJRI now engages in a very central role, not only to formulating policies, but also in streamlining the business process (es). HR set up strategies and formulates policies with the help of information systems to ensure that the desired goals and objectives are met on the right time. |
